Lena Bilik

Senior Policy Analyst


Lena Bilik, MPA, is a Senior Policy Analyst at Innovations Institute, University of Connecticut School of Social Work. Lena works on the public policy and financing team that offers technical assistance to states and communities on children’s behavioral health service array and sustainable financing, including Medicaid and Title IV-E; strategic planning; and implementation of interagency initiatives. Lena has eight years of experience in policy analysis, advocacy, research, and communications at nonprofit organizations and foundations in New York and California. She has led policy and advocacy agendas and campaigns in the areas of youth social services, K-12 education equity, early childhood education, and other child poverty issues. She has experience as an advocate working with state, local, and national government to promote effective implementation of policies and initiatives for children and families in poverty. Lena holds a Master of Public Administration from the City University of New York, Baruch College.
